The Chattanooga Times- Free Press is reporting:

A Catoosa County commissioner will pursue a stop-work order to halt construction on the Georgia Northwestern Technical College site in the county.

Commissioner Bobby Winters said much of the land for the college is in a flood plain, and plans to fill in the area would be illegal if done by a private party. Mr. Winters said building up the land along West Chickamauga Creek could force floodwaters onto property and into homes of the nearby Mitchell Acres subdivision.

Mr. Winters said he has believed all along the college should have been built at the county’s Benton Place Campus.

"If you’ve got as pretty a campus as we’ve got (at Benton Place) why would you build in flood land, in a swamp?" he asked.

Mr. Winters said he has contacted the Federal Emergency Management Agency and Georgia’s Environmental Protection Division about the plans to fill in the flood plain and was told the agencies would look into the project
