Emmitt Arlee Harris, an inmate who escaped Sunday from the DeKalb County Correction was apprehended Tuesday morning just inside the Fort Payne city limits. Sheriff Jimmy Harris has a press conference scheduled for today at 1 p.m., and more details will follow.
