AM 1180 Chattooga County Radio has obtained more information about the formation of the water board in Chattooga County.  According to records at the Chattooga County Water District #1, The first meeting of the "Chattooga County Water District #1 Board of Authority" met on April 26, 1954.

The county attorney at that time told the board that their purpose was to "make the policies, rules and regulations, set the water rates ect." with the finances of the Water District to remain in the control of the County Commissioner.

The resolution that was passed by Commissioner Denson in 1979 was for the purpose of borrowing money according to sources at the Water District.  There have evidently never been any by-laws set by the water board or the county commissioner at any time that govern the activities of the water board.
