The wettest first quarter in more than a dozen years is still not enough top convince Georgia EPD Director Dr. Carol Couch to take the area out from under water use restrictions that were imposed two years ago in the heart of a horrible ongoing drought.   The UGA Weather station on Bells Ferry Rd. in Floyd County has recorded 18 and a quarter inches of rain through the first quarter, by far the most since 1996 when it picked up 20.2 inches in January, February and March.   The area is a little more than two inches ahead of the thirty year average rainfall and April is starting off well from a precipitation standpoint.  WRGA
