A sixty-year-old Rome man has been charged with neglect of a disabled or elderly person, exploitation of the disabled or elderly, theft by taking, and 3rd-degree forgery.

According to an arrest warrant:

Kenneth Dwayne Bailey was supposed to be caring for a 71-year-old woman, who had been left disabled following a stroke.

He denied the woman medical care and failed to feed her.

When the victim was found by her family, she had to be transported to the hospital.

The victim had accumulated wounds to her body from being in a stationary position for an extended period of time.

Bailey was also signing checks in his name using the victim’s account, stealing more than $3,000.
