To many younger residents of Chattooga County the name “James H. ‘Sloppy’ Floyd” is only recognizable because of the state park located in Chattooga County that is named after him, but at one time, he was one of the most recognizable names to have ever hailed from Chattooga County. 

“Sloppy” Floyd represented Chattooga County in Georgia’s House of Representatives for 22 years, where he became chairman of the Georgia Appropriations Committee and developed a strong authority over the state budget. Floyd served in the House of Representatives from 1953 until his death, caused by a sudden heart attack, in 1974.  His obituary appeared in the New York Times, and his funeral was held at Trion First Baptist Church.

Jimmy Carter, who worked closely with Floyd as governor, made the trip to Chattooga County to attend “Sloppy” Floyd’s funeral.  Just a few months later, Carter would announce his candidacy for President of the United States.
