The City of Summerville has issued a formal Request for Bid (RFP) seeking qualified contractors to perform a comprehensive leak survey of its municipal natural gas distribution system. This proactive measure aims to ensure public safety and maintain the integrity of the city’s gas utility infrastructure in accordance with rigorous state and federal pipeline safety standards.

The RFP, identified as RFP-2025-515-LEAK, invites proposals from experienced firms capable of conducting a thorough assessment of Summerville Gas Utilities’ network. This includes identifying and reporting any potential gas leaks, which is a vital step in preventing hazards and ensuring the efficient delivery of natural gas to residents and businesses.

“Maintaining a safe and reliable gas utility system is a top priority for the City of Summerville,” stated a representative from the City. “This comprehensive leak survey is a critical component of our ongoing commitment to public safety and compliance with all necessary regulations.”

Interested contractors must submit sealed proposals to the City of Summerville by 5:00 P.M. on August 22, 2025. Proposals received after this deadline will not be accepted or considered, emphasizing the strict nature of the submission process.

The comprehensive proposal package must include a signed proposal, a company overview and contact information, detailed experience with municipal gas leak surveys (including a minimum of three references), a description of the methodology and equipment to be used, a project timeline and staffing plan, and a detailed cost proposal (either lump sum or per mile pricing).

Additionally, contractors are required to provide various compliance documents, including a signed Certificate of Non-Discrimination, E-Verify Compliance Affidavit, SAVE Compliance Affidavit, Request for Taxpayer I.D. Number (W-9), safety program documentation, and proof of required insurance (Workers’ Compensation and Liability). Participation in a qualified DOT Drug and Alcohol program and a qualified DOT Operator Qualification program is also mandatory.

A committee consisting of the City Manager and staff will review all proposals. The City reserves the right to engage in discussions with, or request additional information from, any responsible respondents to ensure a full understanding of their proposals. The final selection and contract negotiation will rest solely with the City, which also reserves the right to reject any or all submissions, or to amend the procurement process at any time.

This solicitation does not commit the City of Summerville to award a contract or to pay any costs incurred in the preparation of a bid. The City’s primary goal is to secure a highly qualified contractor to execute this essential safety and maintenance project for its natural gas distribution system.
