The City of Summerville announced the release of both a Request for Professional Services (RFP) and a Request for Qualifications (RFQ) aimed at securing expert assistance in grant writing and administration. The move signifies the city’s proactive approach to securing federal funding for vital community and economic development projects.
The city is seeking experienced consultants with a proven track record of success in helping local governments navigate the complexities of Federally Assisted Projects. The chosen firm will be responsible for a wide range of services, including grant application preparation, environmental review records, financial administration, public hearing facilitation, and assistance with agency monitoring visits. Specifically, the city anticipates needing support with Community Development Block Grants (CDBG), Redevelopment Fund Projects (RDF), Incentive Program (EIP) Projects, Economic Development Administration (EDA) Projects, and other federally funded initiatives.
The procurement also includes assisting with Davis-Bacon compliance, fair housing requirements (AFFH), and close-out documentation. The immediate need is assistance with the development and administration of a FY2026 Community Development Block Grant application. However, the city will consider all submitted firms for future federally funded opportunities that may arise within the next 24 months.
