A man was arrested after yelling at people at Dowdy Park on Wednesday of last week. According to the Summerville Police Department, officers were dispatched to the park at 8:16 PM following a report of a male subject yelling at two females. Upon arrival, officers spotted a white Dodge Grand Caravan and spoke with a witness who confirmed the yelling incident. The male subject was not initially located.

Units returned to the park at 8:40 PM to speak with the two females, later identified as Sara Jo Haney and Kelsey Cochran. A third individual, Brianna Wilson, flagged down officers and informed them that the yelling male had returned to the park. Witnesses, all strangers to the victims, corroborated Wilson’s account. Wilson pointed out the white van as it drove south, and officers observed it was being driven erratically. Officers initiated a traffic stop on the vehicle, a 2007 Dodge Grand Caravan. The driver, identified as Kenny Odair Figueroa, refused to provide identification and displayed signs of impairment, including a strong odor of alcohol. Figueroa reportedly argued with officers about the reason for the stop and resisted commands.

After backup was called, officers attempted to remove Figueroa from the vehicle. Police warned the man that the window of the vehicle would be broken out if he refused to unlock the door.  Figueroa continued to disobey commands to open the door and officers broke the window and unlocked the door.

Figueroa was  extracted from the vehicle and exhibited further signs of impairment, including slurred speech and bloodshot eyes. He refused to submit to field sobriety tests. A subsequent records check revealed that Figueroa’s license was suspended due to previous DUI charges. A search of the vehicle yielded unopened alcoholic beverages. Figueroa refused to submit to a blood test and was subsequently arrested. Witnesses confirmed that Figueroa had been yelling at the females earlier in the evening. He was charged with Disorderly Conduct due to his behavior and the public disturbance.
