In an effort to save money, Commissioner Elsberry rebid a previoulsy bid out and contracted job for the county. Not ..,only did it not save money, it in fact cost the county money.

Despite the fact the paving bid for 2021 had already been accepted by the Chattooga County government, County Commissioner Blake Elsberry rebid the paving in an effort to cut costs for the county. Former Commissioner Jason Winters had already awarded the paving contract for 2021 to Delbert Patty Construction of Summerville last fall. Elsberry had made an issue of the bidding process for paving during the runoff election between himself and Winters. Believing a lower bid could be obtained, Commissioner Elsberry asked for new bids for the county’s paving for this year. When the bids came in, only two companies were in contention. Bartow Paving Company of Cartersville placed a bid about $40,000 higher than the bid that was accepted in late 2020 and Delbert Patty Construction put in a bid $15,000 higher than the one they had placed last fall. The paving bid was awarded to Delbert Patty Construction.
