A Chattooga County deputy has found himself on the other side of the law after the Georgia Bureau of Investigation found that he used excessive force in the arrest of a 26 year old man in March of this year.

Deputy Andrew Plummer is accused of tasing Frank Roy Roper twice and choking the man on three different occasions.  Roper was arrested on Melba Street and taken to the Chattooga County Jail on March 23.  The GBI investigation says that Plummer choked the man twice before he got to the jail and once at the jail rendering the suspect unconscious.  Roper and his mother filed charges against the deputy and Sheriff John Everett turned the case over to the GBI.

Sheriff Everett told AM 1180 Thursday evening that Plummer had turned himself in to face the charges against him.  The GBI interviewed over 20 wittnesses in the case and turned the results over to the Loookout Mountain Judicial Circuit’s District Attorney.  The D.A.’s office charged Plummer with aggravated assault.

Meanwhile Frank Roy Roper was arrested again this week, this time by the Trion Police Department for driving with suspended or revoked license.
