The Chattooga County Sheriff’s Department played a supporting role in a sweeping multi-state investigation that has led to the arrest of three individuals accused of operating a sophisticated bank fraud ring stretching across several states, including West Virginia.

The arrests, announced on July 24, 2025, are the result of a complex, multi-jurisdictional probe that uncovered millions in fraudulent activity involving stolen identities and illicit withdrawals from financial institutions.

The investigation originated on April 15, 2025, when the Lewisburg Police Department in West Virginia responded to reports of fraudulent activity at two People’s Bank branches. Initial findings quickly indicated a broader pattern, with individuals targeting multiple banks across West Virginia over several days.

Recognizing the scope of the crimes, a joint investigation was promptly initiated by Cpl. Jeff Vance of the Lewisburg Police Department and Chief Todd Cole of the Spencer Police Department, as fraudulent activities had occurred in both their jurisdictions. As the investigation progressed, authorities uncovered that the suspects were utilizing stolen identities to fraudulently withdraw large sums of money from various financial institutions.

Further investigation revealed that the suspects had traveled across multiple states over several months, committing a range of financial crimes including forgery, uttering, identity theft, obtaining money by false pretense, engaging in fraudulent schemes, and conspiracy to commit felony offenses.

As of July 24, 2025, three individuals have been arrested and charged in connection with the extensive case:

  • Marianne Murphy of New Jersey
  • Fanny Singer of New Jersey
  • Michael Earlington of New York

This intricate, multi-jurisdictional effort required extensive collaboration among numerous law enforcement agencies. The Chattooga County Sheriff’s Department was among the key partners, providing assistance to investigators from states stretching from the Midwest to the East Coast.

Other agencies involved in the cooperative effort included the Marion, IN Police Department, Huntington, WV Police Department, White Sulphur Springs, WV Police Department, Lake County, IN Sheriff’s Department, Pennsylvania State Police, the West Virginia Fusion Center, Stony Point, NY Police Department, Elmwood, NJ Police Department, Englewood, OH Police Department, and the Port Authority of New York & New Jersey.

Greenbrier County Prosecuting Attorney Nicole Campbell lauded the extensive efforts of all involved, particularly commending Cpl. Jeff Vance for his dedication and leadership throughout the investigation.

“This case required an extraordinary level of coordination and persistence,” said Prosecutor Campbell. “Cpl. Vance’s commitment to pursuing justice and his thorough investigative work were instrumental in moving this case forward. We’re grateful for the cooperation among all the departments involved in holding these individuals accountable.”

The investigation remains active, with authorities anticipating additional suspects and further charges as they continue to uncover the full scope of the criminal operation and ensure justice is served.
