Georgia Agriculture Commissioner Tyler J. Harper announced this week an active investigation into a large-scale, multi-state cattle theft scheme, urging potential victims to contact authorities immediately. The Georgia Department of Agriculture Law Enforcement is seeking information on any individuals who may have been defrauded by Garrett Hill, also known as Jared Smith.

According to investigators, Hill allegedly posted fraudulent advertisements for cattle sales, soliciting deposits from unsuspecting buyers through payment platforms like Cash App or online transfers. The promised cattle were reportedly never delivered.

Hill was apprehended on May 7th, 2025, by the Franklin County Sheriff’s Office. The ongoing investigation represents a collaborative effort between Georgia’s Agriculture Law Enforcement, the Franklin County Criminal Investigations Division, and the Arkansas Department of Agriculture Law Enforcement. “We are committed to holding individuals accountable who prey on hardworking farmers and ranchers,” stated Commissioner Harper in a press release on Friday. “It is crucial that anyone who believes they have been a victim of this scheme comes forward so we can build a strong case and bring Mr. Hill to justice.”

Commissioner Harper emphasized the importance of exercising caution in cattle transactions. “This case serves as a stark reminder to always verify sellers and their livestock before sending any funds.
