A contractor was arrested in Northwest Georgia last week after he was accused of taking money from a homeowner and never performing the work.  Police say that Robert Carter III of Rome was hired to do several home improvement jobs but never started any of the projects.  Reports indicated that Carter was hired to work on the victim’s floors, counter tops, cabinets and fence and took $1,823 in payment between December of last year and January of this year without performing any work. Carter is charged with conversion of payments for real property improvements.
