Ossoff’s bill would require states to measure and report these informal placements to the U. S. Department of Health and Human Services (HHS), with HHS submitting a public report to Congress for transparency. The proposed legislation is intended to protect foster children from various forms of abuse and human trafficking by enhancing accountability in the foster care system. Ossoff stressed the importance of reform and the need to address potential human rights violations faced by children in foster care.
