
A Summerville man was placed into involuntary protective custody for mandatory evaluation after exhibiting signs of severe mental distress and allegedly making verbal threats at a local state agency office.
Tony Trammell was transported by Summerville Police to Floyd Medical Center in Rome under Georgia’s involuntary commitment statute (Form 10-13) following an incident that began at the Chattooga County Division of Family and Children Services (DFCS).
According to a report filed by the Summerville Police Department, officers were dispatched to the DFCS office at 102 Hwy 48 at 2:48 PM on October 29th regarding a white male inside the building who appeared incoherent and was reported to have made verbal threats.
Upon arrival, officers spoke with the initial caller, who described erratic behavior and alleged threats directed toward the Summerville Police Department itself. Officers quickly located Mr. Trammell in the parking lot of the Pay N Tote convenience store on Hwy 114.
The responding officer noted that during a brief conversation, it was evident Mr. Trammell was experiencing active psychosis, marked by disorganized speech and behavior. Although he denied making any threats to law enforcement, his acute mental state required immediate intervention.
EMS personnel were called to the scene to evaluate Mr. Trammell. He initially agreed to be transported for medical evaluation, but upon the arrival of the ambulance, he began arguing with the crew and refused voluntary transport.
Recognizing the need for mandated care due to the individual’s condition and refusal of voluntary aid, the officer contacted the Georgia Crisis Access Line (GCAL) and requested a mobile crisis team.
A Licensed Psychologist was consulted en route. The psychologist explained the procedure for signing the involuntary medical care form 10-13, which stipulates that an individual under examination generally has a five-minute window to make a statement before a decision is made to sign the form for mandatory custody.
At three minutes and twenty-five seconds into the process, the psychologist signed the 10-13 form for Tony Trammell. This action authorized law enforcement to transport him for emergency psychiatric evaluation and treatment against his will, prioritizing his safety and the safety of the public.
Officer Mitchell subsequently transported Tony Trammell to Floyd Medical Center in Rome without incident for immediate medical and psychological assessment.
