A man was arrested on a criminal trespass charge after Summerville Police say he returned to a Summerville Housing Authority property despite previously being banned from the property.

According to a Summerville Police Department incident report, an officer was called to the Housing Authority’s Scoggins Street property at approximately 11:22 AM on September 18 after staff reported that Timothy Swann was inside one of the units.

Police said Housing Authority staff had previously banned Swann from the property and that he had also received a verbal trespass warning from city officers during an earlier incident.

After receiving no response at the door, Housing Authority staff used a key to enter the unit so police could determine whether anyone was inside. According to the report, officers found Swann in a bedroom on the left side of the hallway.

Swann reportedly told officers he had not known he was banned from the property and said he had not heard Housing Authority employees knocking because dogs were barking.

Police said Housing Authority staff confronted Swann outside the residence about the previous ban. While Swann continued to deny knowing about the ban, E-911 confirmed that a trespass warning had been issued to him on August 24, 2025.

Based on the active Housing Authority ban and confirmation of the previous warning, police arrested Swann on a charge of criminal trespass.

He was transported to the Chattooga County Jail without further incident.
